The Nigerian Communications Commission (NCC) has launched the Device Management System (NCC-DMS), a Central Equipment Identity Register (CEIR) designed to oversee mobile devices on the nation’s networks.
The ‘Type Approval Business Rule 2024’ mandates that every Mobile Network Operator (MNO) establish a connection with the NCC-DMS. The objectives of this programme are to improve security, enforce regulations, and increase control over gadgets.
The NCC-DMS will serve as a central database, tracking devices across all Nigerian MNOs. By registering and monitoring device access, the NCC aims to curb the use of unapproved devices and combat phone theft and fraud.
All MNOs are required to connect to the NCC-DMS and mirror NCC-configured network policies, ensuring uniform device regulation.
“NCC-DMS shall acquire the International Mobile Equipment Identity (IMEI) of all devices latching to the communication network and synchronise with International databases of IMEI repositories,” the Commission stated. “NCC-DMS shall maintain a registry of all communication devices available in the Federal Republic of Nigeria.”
Individuals can register their devices, but the NCC will limit the number allowed. Device suppliers are responsible for registering type-approved devices on the NCC-DMS. All MNOs must synchronise their Equipment Identity Registers (EIRs) with the NCC-DMS to ensure compliance. Device registration will require fees separate from type approval fees.
The DMS was first unveiled by the NCC in 2021, with benefits including improved national security, better transparency, and a safer, more effective communication infrastructure. In order to make reported IMEIs for unlawful and stolen devices useless and discourage phone theft, the platform blacklists them.
