The Nigerian Maritime Administration and Safety Agency (NIMASA) has issued a critical warning to international oil companies, terminal-jetty operators, and stevedoring firms against the use of unregistered dockworkers.
This advisory comes as part of NIMASA’s ongoing efforts to enhance safety and regulation within Nigeria’s maritime industry.
In a statement released on Friday, NIMASA’s Director General, Dr. Dayo Mobereola, emphasized the necessity for compliance with the NIMASA Act of 2007 and the Stevedoring Regulations of 2014.
He urged all stakeholders to apply for new operating licenses or renew expired ones within a 30-day moratorium period to avoid penalties.

“This requirement is crucial for maintaining standards and ensuring the safety of operations within the maritime sector,” Mobereola stated. “No terminal or company shall continue to engage the services of unregistered dockworkers for cargo handling at their work locations.”
The enforcement of these regulations aims to create a comprehensive database of dockworkers in Nigeria, which will aid in strategic planning and enhance the overall capacity of the workforce to meet global standards. Mobereola reiterated the agency’s commitment to implementing full compliance after the moratorium period, underscoring that adherence to the regulations is vital for all maritime operators.
According to Part IX, Section 27 of the NIMASA Act, the agency is tasked with the registration, regulation, and control of maritime labour, including dockworkers. The Act also mandates NIMASA to uphold standards that align with international best practices.
Mobereola encouraged stakeholders to review the full regulations available on the NIMASA website to ensure they are informed and compliant with the requirements.
