The Saudi Ministry of Human Resources and Social Development has announced updates to the temporary work visa regulations for Hajj and Umrah services, as reported by the Saudi Press Agency.
As per the details, the changes, approved by the Saudi cabinet, aim to provide more flexibility to the private sector, allowing businesses to better align their visa requirements with labor market demands and create a more attractive work environment. Be allowed to contribute.
An important update is renaming the seasonal work visa to “Temporary Work Visa for Hajj and Umrah Services” and extending the grace period of these visas from 15 Sha’ban to the end of Muharram (approximately 14 February to 25 July). The new regulations also expand the eligibility of temporary work visas for establishments operating during the Umrah season.

The updated rules set clear timelines for visa-related procedures, improved governance and transparency. Additionally, the ministry emphasized the protection of both employers and employees by mandating signed employment contracts and medical insurance as prerequisites for the issuance of visas through Saudi embassies and consulates abroad.
The new regulations also introduce penalties to prevent misuse of temporary work visas. Businesses will benefit from more flexibility, including the option to extend visas for an additional 90 days, and will no longer require verification when issuing temporary visas, simplifying the process.
The amendments will take effect 180 days after their approval, giving businesses time to adapt to the new system while ensuring smooth operations during the Hajj and Umrah seasons.
